Hoeven Announces Recovery And Response Grant Totaling $454,671

BISMARCK, N.D. - Gov. John Hoeven announced today that the Federal Emergency Management Agency (FEMA) has released $454,671 in federal grant funds to the North Dakota Division of Emergency Management.

The federal dollars are from the 2002 Supplemental Appropriations Act for Further Recovery from and Response to Terrorist Attacks on the United States. The Act was passed by Congress and signed by the President on August 2, 2002. These grants can be used for emergency and community preparedness planning, Citizen Corps development and training, and evaluation of the state Emergency Operations Center.

“Funding from the Supplemental Grants and other assistance programs administered by FEMA are very helpful in our efforts to enhance prevention, preparedness and response throughout North Dakota,” Hoeven said. “Citizens, communities and agencies all play an important role in the planning, development and evaluation of our emergency response programs.”

The fiscal year 2002 Supplemental Funds have been made available to fund activities in the following areas:

  • Emergency preparedness planning: This planning component provides funding assistance to State and local governments to update their Emergency Operations Plan for all hazards with special emphasis on terrorism preparedness. The Division of Emergency Management will utilize a large proportion of these funds to support local planning in addition to Pre-disaster Mitigation and Hazardous Material Emergency Preparedness grants that are currently in place.
  • Citizen Corps: The Citizen Corps Grant funding will be used to support the formation of community Citizen Corps Councils and to provide citizen-based Community Emergency Response Team (CERT) training. This training is intended to put in place a volunteer response force that can supplement the emergency and disaster response capabilities within a community.
  • Emergency Operations Centers (EOCs): EOC funding will be used to evaluate the state’s emergency operation center capability to provide flexible, sustainable, secure, survivable, and interoperable coordination and control from the state command center.
