Hoeven Appoints Pam Sharp New OMB Director
BISMARCK, N.D. - Gov. John Hoeven today appointed Pam Sharp Director of the Office of Management and Budget (OMB). She has served as interim director since January 1, 2003.
Prior to being named interim director, Sharp served for five years as deputy director of the department and nearly six years as a budget analyst. In addition, she has served in the Tax Department, the Auditor’s Office and the State Treasurer’s Office.
“Pam brings more than 17 years of experience to this position, including strong financial management and people skills,” Hoeven said. “These, combined with her experience and outstanding performance, will surely make her an outstanding director of an important agency.”
Sharp has overseen a number of large projects for North Dakota. She is currently project director for the state government portion of ConnectND, a first-in-the-nation software project. ConnectND is a $30 million project that will streamline information technology resources in higher education and state government, with a future link to serve K-12 education and business. The project last week won the Explorer Award for Innovation in Electronic Government from E-Gov, a national organization of marketing and education professionals who work with technology leaders from government and industry.

A native of Watford City, Sharp completed her bachelor’s degree in accounting and business administration at the University of Mary in Bismarck. She also holds a master’s degree in Management from the University of Mary, and is a Certified Public Accountant.
Sharp has been active in the North Dakota Society of Certified Public Accountants, the National Management Association and Toastmasters International.
The Office of Management and Budget oversees a budget of $5 billion, and a wide range of critical administrative functions for the state. These include accounting, budgeting, payroll, financial reporting, facility management, central personnel, risk management, state procurement, state radio, surplus property and central supply.
