State Employees Honored With Governor's Award

BISMARCK, N.D. - Three state employees were honored today with the Governor’s Award for Excellence in Public Service. The award is given annually during State Employee Recognition Week to recipients, nominated by their peers, who excel in public service.

Robert Rutten is the State Director of Special Education for the North Dakota Department of Public Instruction in Bismarck, and has worked for the state for 13 years. He developed and implemented the first statewide program for identification of deafness in infants, and to provide counseling and education services to parents. He was also awarded the state Professional Award for Outstanding Dedication to Services for Children With Disabilities in North Dakota. Rutten is known for giving his time on evenings and weekends to present at parent and family conferences and workshops. Rutten has also been involved in volunteer activities for the Bismarck Public Schools.

Linda Price is an Administrative Assistant at the North Central Human Service Center in Minot, where she has worked for 24 years. Price has been instrumental in organizing all of the office support services for the development of the Child, Adolescent and Family Therapy Unit programs and services, the Partnership Program, the Regional Intervention Services Program and the Adolescent Chemical Dependency Program. Price has also been active in her community, serving as a den leader for the Boy Scouts, Secretary of the Minot Wrestling Boosters and room mother at her children’s school.

Roxann Sauter is a parent aid at West Central Human Service Center in Bismarck. Sauter has worked for the state as a parent aid for the last 10 years. In her position she works with both adults and children who struggle with developmental disabilities, addiction, emotional disturbances, medication needs and poverty. Coworkers say that Sauter is extremely resourceful and adapts well to accommodate the varying needs of her clients. Every holiday season Sauter helps coordinate a donation drive at Bismarck High School to collect food, hygiene items, holiday gifts and clothes for those in need.
