Hoeven Declares State Emergency, Allows Drivers To Move Additional Heating Fuel
BISMARCK, N.D. - Gov. John Hoeven today issued an executive order suspending for 30 days the state’s hours of service regulation for fuel delivery truck drivers. The directive enables them to move heating and motor fuels to communities suffering a shortage due to extremely cold weather and high customer demand.
“This has been an unusually long spell of subzero weather, which has created a higher than normal need for household heating fuels,” Hoeven said. “In the interest of public safety, we need to give carriers the leeway to ensure that homeowners and businesses have the fuel they need.”
The executive order does not relieve carriers from regulations pertaining to qualifications of drivers, driving of commercial motor vehicles or parts and accessories necessary for the safe operation of vehicles. It also prohibits fatigued drivers from operating a motor vehicle. The order expires on February 29, 2004.
