Proclamation: Flood Emergency For North Dakota, March 29, 2004

BISMARCK, N.D. - Gov. John Hoeven today requested an emergency flood declaration to assist counties affected by overland, stream and river flooding in North Dakota. Heavy rainfall, combined with frozen ground and ice-impacted drains, streams, and rivers, has severely affected public health and safety, as well as economic and environmental interests in the flooded areas.
Hoeven, Division of Emergency Management Director Doug Friez and Assistant Engineer of the State Water Commission Todd Sando toured the area by air today to see firsthand the effects of flooding in the northeastern part of the state.
“We are concerned for the welfare of North Dakotans and recognize the hardships placed upon citizens and businesses in communities and rural areas impacted by the recent flooding,” Hoeven said. “We are touring the flooded areas and visiting with local officials and residents so that we can provide the necessary response.”
The Dispatch Center of the North Dakota Division of Emergency Management has been monitoring conditions on a 24-hour basis. The State Operations Center (SOC) was open during critical times this past weekend. The North Dakota State Highway Patrol, Department of Transportation and State Water Commission have provided response assistance.
“I am particularly concerned about the impact this will have on North Dakota families along with the damage to infrastructure, business and agriculture,” Friez said. “Assessments on hardships and damages experienced by urban and rural communities will continue and will clearly identify their needs.”
