Federal Highway Administration Approves 100% Funding For Wood-Rutten Road Reconstruction In Devils Lake
BISMARCK, N.D. - Governor Hoeven today announced the Federal Highway Administration (FHWA) has issued an Emergency Relief Order (ERO) for the reconstruction of the Wood-Rutten Road in Benson County. The project will cost about $7.4 million, and will include a grade raise and a new bridge structure.
“This is exactly what Emergency Relief Orders are designed to do - provide funds to get vital roadways operational as soon as possible,” said Hoeven. “The funding allows work to begin immediately, without requiring Benson County to match funds.”
The county road, located just south of the rest area on U.S. 2 east of Devils Lake, is closed due to rising water from Devils Lake. The new roadway will be relocated just east of the existing road, raised in elevation and a new bridge will be built.
The ERO provides for immediate bidding and construction. The funding is provided through FHWA Emergency Relief funds for the Devils Lake region. Plans for the new roadway will be completed by the end of this week, with a bid opening scheduled for Friday, July 30.
“The North Dakota Department of Transportation continues to work with officials from Benson and Ramsey Counties on this and other emergency projects in the area,” said NDDOT Director David Sprynczynatyk. “The goal of the administration and the NDDOT is to ensure that transportation services are maintained while dealing with the current situation in the region.”
Using 100% federal funds for the first 180 days reconstruction work will begin in early August after bids are opened and a contractor is identified. After the first 180 days of construction, Benson County will be required to pay 20% of the remaining construction costs. Details on a construction timeline and possible alternate routes will be available closer to the start of construction.
