BISMARCK, N.D. - Gov. John Hoeven today presented the Governor’s Award for Excellence in Public Service to five state employees who were recognized for their dedication and contributions to the people of North Dakota. The awards were presented during a luncheon at the Capitol Building in Bismarck, kicking off State Employee Recognition Week.
David Zentner is the director of the Medical Services Division within the Department of Human Services, and has worked for the state for 26 years. He is responsible for the administration of the Medicaid Program, the Healthy Steps State Children’s Health Insurance Program and Children’s Special Health Services, which together serve thousands of North Dakotans each year.
Kathy Larson is an administrative officer with the Developmental Center in Grafton and has been employed at the center for almost 20 years. She supervises the Accounts Payable department and is responsible for software implementation, computer training and telecommunications on campus.
Tammy Celley is a member of the Livestock Industries team within the Department of Agriculture. She began her career with the Board of Animal Health in 1991 and has worked with four of the seven State Veterinarians who have served since the Board was established in 1907. Tammy is responsible for overseeing the daily management of the Board, issuing import permits and health certificates, and compiling reports for the North Dakota Ag Statistics Service.
Tim Singelmann is a maintenance supervisor at the Heating Plant on the campus of North Dakota State University. He is responsible for the construction, maintenance and repair of the plant, while maintaining a reliable distribution system for his customers. Singelmann utilizes his welding, plumbing and other technical skills to streamline operations and enhance efficiency and safety on campus.
Laurie Albright is the customer service senior consultant at the Fargo Customer Service Office of Job Service North Dakota. She oversees the JOBS/TANF and Workforce Investment Act programs for the Fargo office, as well as the customer service area, which includes Wahpeton, Valley City and Jamestown. Albright helped initiate the JOBS Pilot Project that was created to assist TANF recipients in moving from financial dependence to economic self-sufficiency. The pilot project was such a success in Cass County that it is now being implemented statewide. Under her direction, the JOBS/TANF unit also developed a literacy program, refugee workshops and a mentor system for new Americans.
The award recipients were nominated by fellow state government employees. A committee of individuals representing state government and the private sector reviewed the nominations and recommended selections in each of the five categories. Nominees were rated on their overall job performance, contributions to their department, commitment to customer service, working relationship with fellow workers and involvement in their community.
