Legislature Approves Governor's Initiatives

BISMARCK, N.D. - Gov. John Hoeven today said the Legislature passed the major initiatives he put on the table and funded his budget.
“We put forward a pro-growth agenda, making solid investments in our economy through economic development and education, while taking care of our people and exercising sound fiscal management,” Hoeven said. “We’re committed to creating more opportunities and improving the quality of life for all North Dakotans.”
Hoeven’s agenda has focused on four key areas essential to building the future of North Dakota: economic development, education, taking care of people and fiscal responsibility.
Economic Development
The Legislature committed to a $50 million Centers of Excellence program designed to pursue academic excellence and spur research and development, new technology and job creation. In addition, we passed a new North Dakota Transmission Authority, an expanded Trade Office, a comprehensive package of renewable energy and agriculture initiatives, and accountability legislation, all of which will boost North Dakota’s economy and create not just jobs, but careers for North Dakota citizens. Also, authorized more than $100 million in funding for water development projects statewide to provide for clean drinking water, flood protection and irrigation needs vital for statewide economic development and quality of life.
Education
K-12 Education: The Legislature approved nearly $40 million in new money to K-12 education, with 70 percent going to improved teacher compensation and an increase in base teacher salary. In addition, the package expanded funding for Joint Powers Agreements, and enhanced funding for Career and Technical Education and Information Technology.
Higher Education: Significantly increased funding for Higher Education by almost $26 million in operating funds. This funding includes $2 million to begin addressing equity differences between the campuses, an effort that must be continued. The operating funds of $26 million, plus the upfront commitment of $20 million in Centers of Excellence funding, provides nearly $46 million for economic development and academic excellence on our campuses.
Taking Care Of People
Increased Department of Human Services funding by more than $80 million in state funding, which produced a total increase of more than $150 million in state and federal funding, to help seniors, children, persons with disabilities and other vulnerable individuals. The increase includes re-basing for long-term care providers and a substantial increase for home and community based care. In addition, we passed important legislation to protect our citizens against violent and sexual offenders, and measures to thank our military for their outstanding service, including cash military bonuses and tuition assistance. The Legislature also approved a 4 plus 4 percent salary increase for public employees, while retaining 100 percent coverage of their health insurance and providing equity for funding for agencies, including the Highway Patrol and the Department of Corrections.
Fiscal Responsibility
Provided $200 million to invest in our future and meet the needs of our people, while establishing a reserve of more than $80 million to avoid future tax increases through sound fiscal management.
- Maintained a reserve of $65 million in the Budget Stabilization Fund.
- Retained $8 million in the Oil Trust Fund.
- Established a $10 million ending fund balance.
“This pro-growth plan for North Dakota moves us forward in an aggressive and positive way,” Hoeven said. “We are committed to building a better future for all North Dakotans.”
