Hoeven Announces Rural Development Funding For North Central Correctional And Rehabilitation Center

BISMARCK, N.D. - Gov. John Hoeven today announced the North Central Correctional and Rehabilitation Center in Rugby will receive Rural Development funding from the United States Department of Agriculture to construct a new, 116-bed correctional and drug rehabilitation center. A Community Facility Loan of more than $5.2 million and a pre-development grant of $100,000, plus a loan guarantee of $1 million, have been secured for the project.

"This funding is an important next step in making this project a reality for north central North Dakota," Hoeven said. "The correctional and rehabilitation center will serve as an economic driver by bringing new jobs and revenue to the Rugby area, and will help address a serious problem in rural North Dakota stemming from the increased use of drugs, primarily methamphetamine."

Hoeven's budget includes funding for the North Dakota Department of Corrections and Rehabilitation to contract with the North Central Correctional and Rehabilitation Center for 25 treatment beds beginning next biennium. The department will also contract with the center for housing inmates on an as needed basis.

"This center will provide another opportunity to address the treatment as well as incarceration needs of those convicted of drug-related crimes," Hoeven said. "It is important to not only imprison offenders, but treat and rehabilitate them to become productive citizens and lessen the chances of recidivism."
